Understanding Our Engineering Study Materials

Engineering continuing education should do more than document time spent. It should help a licensed professional remain current, reinforce technical competence, and make better-informed decisions in practice. Online-PDH provides two principal instructional approaches—source-based prescriptive education and original conceptual education. Each serves a different learning purpose, and many courses combine elements of both.

An important distinction “Prescriptive” and “conceptual” describe how a course teaches. They are not separate categories of credit established by licensing boards.

Two complementary approaches

Different ways to strengthen professional competency

Some learning needs are best served by a direct study of established agency procedures, criteria, and recommended practices. Others require a broader explanation of engineering principles, system behavior, uncertainty, and professional judgment. Our course library uses both approaches so engineers can select the type of instruction most useful to their work.

Source-based learning

Prescriptive technical education

Prescriptive courses are organized around established technical publications. These sources may include government manuals, handbooks, design guides, technical circulars, research reports, standard details, inspection procedures, and agency training publications. Depending on the subject, sources may come from organizations such as the Federal Highway Administration, U.S. Army Corps of Engineers, U.S. Department of Agriculture, Federal Emergency Management Agency, Department of Energy, or other public technical agencies.

This approach emphasizes defined methods and documented practice. It is especially useful when a learner needs to understand a recognized procedure, review stated design criteria, follow an inspection sequence, identify acceptance limits, or become familiar with the terminology and documentation used by a public agency.

Government source does not automatically mean governing requirement. A publication may be advisory, informational, project-specific, superseded, or mandatory only when adopted by a jurisdiction, contract, owner, or governing authority.

Original instruction

Conceptual engineering education

Conceptual courses are original instructional works developed to explain the engineering principles behind professional practice. They may synthesize information from recognized technical references, research, codes, standards, and professional experience, but the course is organized as a unified learning resource rather than as a guided reading of one primary publication.

This approach emphasizes why systems behave as they do, how conditions interact, what assumptions control an analysis, and where uncertainty affects a decision. It is particularly valuable when a project cannot be resolved by following a single procedure or when an engineer must compare alternatives, recognize failure modes, troubleshoot performance, or apply judgment outside routine conditions.

Common learning emphasis

  • Fundamental principles and system behavior
  • Cause-and-effect relationships and failure mechanisms
  • Risk, uncertainty, assumptions, and technical tradeoffs
  • Reasoned application of engineering judgment

Conceptual does not mean introductory or nontechnical. Conceptual study can address advanced analysis and complex professional decisions while remaining focused on understanding rather than one prescribed procedure.

From technical source to structured learning

How our study materials are developed

Placing a technical document online does not, by itself, create a complete course. Our course-development process gives the material an instructional structure and provides the learner with a defined basis for completion.

    Technical source selection

    Materials are selected for their relevance to engineering or surveying practice, technical substance, instructional value, and suitability for professional development. Source identity and available publication or revision information are retained with source-based courses.

    Instructional organization

    Courses are organized around stated learning objectives and a logical progression of subject matter. Original courses develop a coherent textbook-style explanation, while source-based courses preserve the technical meaning and context of the underlying publication.

    Learning assessment

    Knowledge checks or final assessments are aligned with the presented material. Successful completion demonstrates engagement with the course content and provides a documented completion event.

    Completion documentation

    Course and completion records support the learner’s professional files. Documentation identifies the activity, completion, and professional development hours awarded, subject to the requirements of the applicable licensing jurisdiction.

Responsible use of public technical publications

Many works created by employees of the United States federal government as part of their official duties are not protected by U.S. copyright. However, not every item appearing on a government website is automatically public domain. State and local publications, contractor-prepared materials, photographs, standards incorporated by reference, and third-party contributions may have separate rights or use conditions. Online-PDH uses source materials that are public domain, openly licensed, or otherwise authorized for the intended educational use, and identifies source agencies so learners can understand the origin of the technical material.

Professional competency

Why both approaches belong in continuing education

Strong engineering practice requires knowledge of established requirements and the judgment to apply them appropriately. Prescriptive study supports consistency and procedural competence. Conceptual study supports analysis when conditions are unusual, information is incomplete, requirements conflict, or several technically acceptable alternatives are available.

Current NCEES continuing professional competency guidance describes a qualifying activity as one having a clear purpose and objective that maintains, improves, or expands knowledge and skills relevant to the licensee’s field of practice. It also identifies qualities such as technical accuracy, current content, appropriate learning objectives, qualified development, reasonable credit hours, and assessment of learning outcomes. Either instructional approach can support those objectives when it is properly designed and professionally relevant.

Selecting the right learning experience

Which approach should you choose

Choose a prescriptive course when you want close exposure to a recognized agency publication, an established technical procedure, or a documented set of criteria. Choose a conceptual course when you want a broader understanding of behavior, design rationale, failure modes, uncertainty, or professional decision-making. For many engineers, a balanced selection across the renewal period provides the greatest practical value.

“What does the recognized guidance say, and what procedure does it describe?”

Choose conceptual study when you are asking

“Why does this occur, what controls the outcome, and how should I evaluate the alternatives?”

Professional responsibility notice

Continuing education requirements vary by jurisdiction. Each licensee is responsible for determining whether a course is relevant and acceptable under the rules of the licensing board to which credit will be reported, and for retaining the required records. Course completion does not authorize practice outside an engineer’s area of competence and does not replace project-specific investigation, governing laws, adopted codes, contract requirements, current standards, or independent professional judgment.

Before relying on prescriptive material in practice, the engineer of record should verify the source, edition, revision status, jurisdictional adoption, amendments, applicability, and project conditions. The engineer of record remains responsible for the final technical decision and for protecting the public health, safety, and welfare.
