The U.S. Minor Outlying Islands are a statistical grouping of nine separate island territories under United States jurisdiction. They do not share a territorial government, engineering licensing board, PE renewal cycle, or continuing-education program. Engineering qualifications are determined by the responsible federal agency, project owner, contract, permit, or other applicable authority.

Records and Compliance
The U.S. Minor Outlying Islands do not publish a unified PE audit procedure or continuing-education record-retention period.
Engineers should retain evidence of their active underlying license, continuing education required by the issuing board, contractual qualifications, agency approvals, security clearances, environmental authorizations, and project-specific authority to perform the work.
Special Circumstances
The statistical grouping includes Baker Island, Howland Island, Jarvis Island, Johnston Atoll, Kingman Reef, Midway Islands, Navassa Island, Palmyra Atoll, and Wake Island.

Administration may involve agencies responsible for wildlife refuges, defense facilities, environmental protection, aviation, maritime operations, or other federal functions. The project authority should be identified before services begin.
The islands generally do not have year-round civilian populations. Engineering work is therefore commonly associated with federal facilities, conservation, environmental monitoring, remediation, infrastructure maintenance, or research.
Many projects may be subject to significant wildlife, habitat, cultural-resource, hazardous-material, or environmental-review requirements. Engineering authorization does not replace these approvals.
A solicitation or contract may designate an acceptable state license or require the engineer to be registered in a particular jurisdiction. The exact contract language controls the professional qualification.
