  • Ethical Engineering Stewardship of Public Infrastructure

    PDH Course Description:

    Public infrastructure forms the physical foundation of daily life. Transportation networks, water and wastewater systems, dams, levees, power systems, and public buildings are expected to serve communities safely and reliably for decades, and often for generations. Engineers hold a distinctive position within that expectation as their decisions shape not only how infrastructure is first designed and built, but how it performs, ages, is maintained, and is eventually renewed.

    This course examines the ethical obligations that attach to stewardship of public infrastructure across the asset lifecycle. It treats stewardship as a continuing professional duty rather than a phase that ends at project handover, and it grounds that duty in the engineer’s primary obligation to protect public welfare. The emphasis throughout is on the judgment engineers exercise when public safety, cost, schedule, political pressure, aging assets, and long-term risk pull in different directions.

    By the end of this course, participants will be able to:

    • Explain ethical stewardship as it applies to public infrastructure and distinguish stewardship from legal ownership
    • Identify the stewardship obligations that arise at each phase of the infrastructure lifecycle
    • Evaluate competing priorities involving safety, cost, serviceability, and public expectation using risk-informed reasoning
    • Apply lifecycle-cost and condition-trend reasoning to maintenance and deferral decisions
    • Analyze documented infrastructure failures to identify the stewardship lapses that contributed to them
    • Assess rehabilitation-versus-replacement decisions against long-term public value rather than initial cost alone
    • Recognize organizational pressures that compromise stewardship and describe defensible responses to them
