    His experience includes electrical transmission and distribution, electrical substations, geographic information systems, manufacturing and automation, process piping, roadway and bridge design, commercial architecture and space planning, mining, and geotechnical applications. He is a licensed Professional Engineer in North Carolina.

    Dr. Rossow earned B.S., M.S., and Ph.D. degrees from the University of Michigan. During more than 35 years in civil engineering education, he taught at Washington University in St. Louis and Southern Illinois University Edwardsville. He served for ten years as Chair of the Civil Engineering Department at Southern Illinois University Edwardsville.

    His principal areas of expertise are civil engineering and engineering mechanics. His professional work has included consulting for government agencies and an international offshore drilling company, along with numerous technical journal articles and reports for public- and private-sector organizations.

    Harlan Bengtson, PhD, PE

    Dr. Bengtson earned B.S. and M.S. degrees from Iowa State University and a Ph.D. from the University of Colorado, all in chemical engineering. He completed 30 years in engineering education through teaching and administrative positions.

    His areas of expertise include environmental engineering, hydrology, engineering science, and renewable energy. He is a licensed Professional Engineer in Missouri and has consulting and industrial experience. He has authored numerous publications, presentations, and technical reports and remains active as a technical writer.

    Mr. Hughes earned B.S. and M.S. degrees in civil engineering from the University of Tennessee. He is a licensed Professional Engineer in North Carolina, Florida, Georgia, and Virginia and a Certified BMP Inspector in North Carolina.

    He began his engineering career with S&ME in 1992. He established Piedmont Geotechnical, Inc., PA, in 1997 and D. Allen Hughes Engineering, Inc., in 2006. His experience includes subsurface analysis, geotechnical design and investigation, materials testing, special inspections, best management practice inspections, and third-party residential and commercial inspections.

    Dr. Megías is a Chartered Engineer and Member of the Institution of Civil Engineers. He holds undergraduate engineering degrees in civil and agricultural engineering, a master's degree in ports and coastal engineering, and a Ph.D. from the University of La Laguna.

    He has more than 25 years of construction-management experience and serves as a Senior Construction Manager with SATOCAN. He also holds teaching authorization in the Department of Civil, Nautical and Maritime Engineering at the University of La Laguna. His technical interests include coastal and water engineering, construction, wastewater treatment, ocean-wave behavior, and wave-energy assessment.
