    Mr. Parnell has worked as a consulting designer and design engineer for over 35 years. He has worked for numerous electrical, mechanical, environmental, architectural & civil firms throughout the years. His lifetime experience includes design and engineering in: electrical transmission and distribution, electrical substations, GIS systems implementation and analysis, manufacturing and automation, process piping, transportation (roadway and bridge), commercial architecture and space-planning, and environmental (mining and geotechnical).

    He is a licensed Professional Engineer in the state of North Carolina

    Mark Rossow

    Mark Rossow, PhD, PE (retired)

    Dr. Rossow is a graduate of the University of Michigan with B.S., M.S., and Ph.D. degrees. He is a licensed Professional Engineer in the State of Illinois. He taught civil engineering for over 35 years, including six years at Washington University in St. Louis and 29 years at Southern Illinois University Edwardsville, where he was the Chair of the Civil Engineering Department for ten years. His areas of expertise are in civil engineering and mechanics. He has consulted for various organizations, including government agencies and an international offshore drilling company. He has published numerous technical journal articles and technical reports for a variety of governmental agencies and private sector organizations.

    Harlan Bengtson

    Harlan Bengtson, PhD, PE

    Dr. Bengtson has B.S. and M.S. degrees from Iowa State University and a PhD from the University of Colorado, all in Chemical Engineering. He is now retired after 30 years in engineering education, in teaching and administrative positions. His areas of expertise are environmental engineering, hydrology, engineering science and renewable energy. He is a licensed Professional Engineer in Missouri. He did consulting work while in academia and had prior industrial experience.

    Dr. Bengtson has authored numerous publications, presentations and technical reports, and is presently active as a technical writer.

    Allen Hughes

    D. Allen Hughes, PE

    Mr. Hughes is a graduate of the University of Tennessee with BS and MS degrees in civil engineering. He is a licensed Professional Engineer in NC, FL, GA and VA. He is also licensed as a Certified BMP inspector in North Carolina. Mr. Hughes began his engineering career in 1992, when he was employed by S&ME. In 1997 he established the geotechnical engineering firm Piedmont Geotechnical, Inc., PA, which he has managed since then. In 2006 he established D. Allen Hughes Engineering, Inc., which he also managed since then. Since then he has gained significant experience in the analysis, design, investigation, and testing of subsurface conditions, special inspections, BMP inspections, and residential and commercial 3rd party inspections.

    Jeelan Moghraby

    Jeelan Moghraby, PhD

    Dr. Moghraby has a Bachelors of Science in Molecular Genetics and a Doctorate in Biochemistry with over 19 years of experience in science.

    She has extensive international experience working in the academic and health sectors, including MIT in the US, and Sussex University, UK, as a Research Scientist (B.Sc., D.Phil.) and Assistant Professor, having taught students of a variety of levels and abilities.
