License Basis
American Samoa's drinking-water regulation defines a professional engineer as an engineer holding a current professional-engineer license in one of the 50 states. It also limits the engineer to the authority and area of competence recognized by the issuing state.
When a territorial agency relies on a state PE license, the engineer should keep that license active and satisfy its PDH, ethics, renewal, and disciplinary requirements. An expired underlying license may no longer satisfy the territorial definition.
